Counters
The reactor is the second half of the nuclear programme. A Radar Station gives a warhead something to fly by; the reactor is where its core comes from. Nothing nuclear happens without both standing: the Nuclear Silo cannot be built until the reactor is, neither the silo nor a Barracuda Submarine can fabricate or launch a Nuclear Warhead while either building is down, and the work resumes only when it is back.
It is a power plant as well, and a good-sized one — but a dear one per unit of power next to the Singularity Power Plant line, so it never replaces a plant. Count its output as a bonus that covers the silo's own draw with some to spare.
How to use
Build it once the radar stands and the economy can carry 1,400 metal that produces no unit. Put it deep in the base: it is the one building whose loss halts a strike already three minutes into fabrication, and an enemy who cannot find the silo will look for the reactor instead. A ring of anti-air around both is worth more than either, since the enemy's answer to your warhead is to shoot it down on the way — and the enemy's own warhead flies a straight line at whatever it is aimed at.
