Counters
The Deepwater Yard is the third level of the Naval Yard: everything the Advanced Naval Yard builds, plus the Kraken and the Moray. Upgrading to it needs a Radar Station standing, and the line builds nothing for the 48 seconds the upgrade takes.
How to use
Both boats it adds are submarines, and both are for doing things unseen: shelling a shore from water nobody is watching, and landing a squad on a coast nobody is guarding. Neither can fight a ship, so the surface fleet the Advanced Naval Yard already builds is still the fleet; this is where the covert half of a naval war comes from. Upgrade it on an island map, where the ore is out in the water and the enemy's coast is long, and keep an Orca or a Cormorant of your own about, because the enemy's answer to your submarines is the same as yours to theirs. Lose the radar and both leave the build menu until it stands again.
