The Jaguar is the Lightning doctrine's gun on wheels: a tank's gun on an eight-wheeled hull that traded the plate for speed. It is the fastest thing on the ground that carries a cannon, it fires on the move, and it outranges the Bison by a few pixels. A Bison that catches it still wins: medium armour and 380 hit points against heavy armour and 620. It is born with the Recon Buggy's sprint, which is the doctrine's whole argument: be somewhere else.
How to use
Use it where speed is worth more than armour. Take ground before the enemy's tanks arrive, hit a column in the flank and leave, run down artillery and Hawks behind the line, answer a raid on the far side of the base. Sprint gets it into a gap or out of a fight it is losing. Do not park it in the line: a Viper or a Cannon Turret deletes it, and a Mammoth shrugs it off.

Anecdotes
The wheeled tank destroyer is an old argument about what matters more in a fight, armour or getting there first. Italy's Centauro, in service from 1991, was the first eight-wheeled vehicle to carry a full 105 mm tank gun, and it could cross a country on its own wheels where a tracked tank needed a transporter. France had made the same bet with the six-wheeled AMX-10 RC, which went into Iraq with the Daguet Division in 1991 and covered hundreds of kilometres in the war's hundred hours.
