The Engineer constructs buildings. The Headquarters makes it, and so does a War Factory, which is what lets a base that lost its headquarters raise a new one. Most of what you own on the map started as an Engineer driving to a site.
How to use
Keep at least two working from the first minute: one claiming metal deposits, one adding power and a factory. Queue several build sites and an engineer moves down the list on its own. An idle engineer can help finish nearby own construction and repair damaged own buildings for metal, returning to its station afterwards. Automatic repairs leave 200 metal in reserve; park one behind a turret line and the line mends itself. Hold position keeps it still. It cannot repair units. It is unarmed and thin-skinned; escort it whenever it leaves the base, and know that while its hands are on a building, raising or mending one, enemy guns pick it before the armour beside it.
Anecdotes
The US Army's engineers have carried the motto Essayons, “let us try”, since the 1800s. It is the right motto for a unit that builds everything and can defend none of it.
